Small pimple like bumps on my....?

so i'm 16 and i'm a guy..... i never had sexal intercourse with anyone but i do masturbate sometimes but not too much. today i was taking a shower and i noticed small bumps mainly on my testes (well that area) and like really tiny ones on my shaft(only like 3) but it looks like theres pus in them and it looks a bit inflamed. some of the bumps r next to pores or holes that look like my hair was supposed to grow there but there's no hair and the area is inflamed. what is it and what should i do?
